[대한민국 방화관리자 정기보=] 50년 전 울산공업단지가 조성되던 시절 중합시설의 회수탱크가 1.2층의 홀 공간에 설치되었는데 시운전 가동 중에 탱크내부에서 갑자기 불꽃이 솟았다.

급히 소화기를 터뜨렸지만 세찬 화력에 가루가 날리기만 하고 들어가지 않았으며 소방호수를 방사해도 거센 물살이 불길에 날려 들어가질 않았다.

그대로 방치하면 소방차가 도착하기도 전에 둥근 회수탱크가 균형을 잃고 재 기능을 할 수 없는 급박한 실정인데 갑자기 진공상태가 떠올랐다.

필자는 1층 탱크 밑의 드레인 벌브를 열어서 상부의 거센 불길을 모아서 바깥 공기를 탱크 밑에 넣으면 진공현상이 날 것 같아 상의했으나 그러면 밑에까지 불길이 솟아 폭발한다고 손도 못되게 했으나 우선 대책이 없으니 드레인 벌브를 조금만 열어보고 불길이 나오면 닫겠다하고 조금 열어보니 진공상태로 공기가 삑 소리 내며 빨려 들어가는 게 아닌가.

2층 탱크 맨홀에서 불길이 더욱 강하게 솟는 소리가 났다. 필자는 분말소화기 대형은 다 사용하고 없고 소형소화기 하나만이 남았는데 드레인 벌브를 조금열고 분사하니 일시에 불길이 잡혔다. 대책이 없었으면 독일산 탱크를 또다시 구입해야 되는 급박한 위기를 면했다.

지금 우리나라 금수강산이 산불로 몸살을 앓고 있다. 지구촌의 케나다. 미국. 호주에서도 산불이 몇날 며칠 몇 달이 지나도록 자연녹지와 주택들이 불타고 있다. 인력과 기술 장비를 다 동원했는데도 소화를 못하는 실정이라 필자의 옛날 생각에 잠겼다가 기발한 소화방법이 떠올라 기재한다.

산불이 꺼지려면 비 오는 날이면 바로 소멸되는 것이지만 마냥 천기를 기다릴 수는 없다. 건조한 날씨에 주 원인은 바람이다. 대기 중의 바람을 차단하기는 불가능 하므로 바람을 이용하는 방법 밖에 없다.

첫째. 모든 소화기는 바람을 등지고 사용하는 것은 소화지식의 기초다. 그러나 바람을 등진 상태에서 분말 소화기 보다는 물로서 승패를 좌우해야 한다.

둘째. 소방호수나 헬리콥터 소방방사 방법을 안개물 날리듯이 바람을 등지고 부는 바람에 섞여 날아가게 하는 방법으로 산불을 소화 할 수 있다. 헬리콥터 노즐을 가늘게 분사하면 장시간 방사 될 수 있고 육지의 소방호수도 가는 물안개식 노즐로 방사하여 바람을 타고 바람이 불을 끄도록 하면 제 아무리 거센 바람이라도 관계없이 불을 끌 수 있다.

셋째. 높은 산일수록 산마다 일정한 장소를 정하여 8부 능선 정도에 소방 수용 저장 탱크를 설치하여 산불발생시 사용하는 저장탱크 설치로 자동 소화 설비면 더욱 현대화 문화가 될 것이다.

Fifty years ago, when the Ulsan Industrial Complex was being built, the recovery tank of the polymerization facility was installed in the hall space on the 1st and 2nd floors.

I hurriedly set off the fire extinguisher, but the strong firepower only flew the powder and did not go in, and even when the fire hose was released, the strong current did not blow into the flames.

If left as it is, the round recovery tank loses its balance before the fire engine arrives and cannot function again.

I opened the drain bulb under the tank on the 1st floor, gathered the fierce flames at the top, and put outside air under the tank, thinking that a vacuum would occur.

The flames rose and exploded, so I couldn't even get my hands on it, but first of all, there was no countermeasure, so I opened the drain bulb a little bit and said I would close it when the flames came out.

The sound of fire rising from the tank manhole on the second floor grew stronger.

I have not used all the large powder fire extinguishers, and only one small fire extinguisher is left.

I opened the drain bulb a little and sprayed it, and the fire was caught at once.

If there were no countermeasures, the imminent crisis of having to purchase German tanks again would have been avoided.

Currently, Mt. Geumsugang in Korea is suffering from forest fires. Canada of the global village. USA. In Australia, wildfires have been burning natural green spaces and houses for days and months.

Even though I mobilized all the manpower and technical equipment, I can not extinguish it, so I am immersed in my old thoughts and come up with an ingenious extinguishing method.

If a wildfire is to be extinguished, it will be extinguished immediately on a rainy day, but it cannot wait for the weather. The main cause of dry weather is wind. Since it is impossible to block the wind in the atmosphere, the only way is to use the wind.

first. Using all fire extinguishers against the wind is the basis of fire extinguishing knowledge.

However, with the wind at your back, you have to decide whether to win or lose with water rather than powder fire extinguishers.

second. Forest fires can be extinguished by mixing with the wind that blows with the wind at the back, like blowing fog in a fire-fighting lake or helicopter fire-radiating method.

If the helicopter nozzle is sprayed thinly, it can be radiated for a long time, and if the land fire lake is also radiated with a thin water mist nozzle and let the wind extinguish the fire, it can extinguish the fire regardless of how strong the wind is.

third. The higher the mountain, the more modern the culture will be if it is equipped with automatic fire extinguishing equipment by installing a storage tank for firefighting accommodation at the 8th ridge by setting a certain place for each mountain to be used in case of a forest fire.
